City of Pharr City Hall Update

September 15, 2020


ERO Architects is midway in completing its renovation of the City of Pharr City Hall's first floor and formation of a spectacular mezzanine, a 20,000 SF renovated area under the vision of Mayor Hernandez. It is a four-story building and ERO was charged with creating an inspiring modern lobby, office space and public area. ERO employed views of two new adjacent parks as the driving force for the design. These open views create a sense of transparency and access to nature that foster civic pride in the community.


New, natural light offices were created for existing city departments hallmarked as utility and development services. For the convenience of all, a new coffee shop is being introduced at the first floor level.


A mezzanine level is being added to provide direct connection to second-floor conference rooms, increasing the sense of place and accessibility. Overall safety is improved with the addition of a fire sprinkler system on the first floor.


Additional architectural services include the interior layout and furniture, fixtures and equipment. Completion is expected in January 2021.

ERO Modernizing Houston ISD's Stephen F. Austin High School

Houston ISD is in Phase IV of its 2012 Bond Program and ERO Architects is modernizing the Stephen F. Austin High School for 2,224 students. The original 1936 building is the second oldest high school structure in Houston. To accomplish this, the auditorium, pool, JROTC and fieldhouse buildings will be repurposed. All other structures will be demolished to make room for 198,000 square feet of new classroom space.

 Webber, LLC, has completed about 20% of the $55 million construction project that includes systems ERO selected based on quality, cost, life-cycle costs, durability, maintenance, performance, constructability, and aesthetics. The construction is expected to be completed on-budget and on-time in February 2020, despite located in a dense urban environment.


The exterior wall system consists primarily of concrete tilt-walls with a thin brick veneer, clad in metal panels, textured and painted. The use of tilt-wall construction manages cost and reduces construction time. Glazing of the building’s north and south elevations maximizes the potential for natural lighting. Solar shading minimizes direct solar loads and reduces glare. Innovative strategies optimize use of renovated spaces such as the pool that doubles for underwater welding and simulated ship channel piloting training.

Guiding principles for modernizing this legacy education facility are tradition, integrity, honor, excellence, collaboration, safety, and flexibility for the benefit of the community and students. The students, parents, faculty, and staff collaboratively generated teaching and learning strategies that support critical thinking, achievements, collaboration, ethical behavior, and respect for intercultural diversity.


All spaces are flexible for collaboration between teacher and student, student to student, teacher to teacher, and teacher to parent, all to facilitate a culture of high achievement and quality communication skills. The building interiors have been designed to ‘future-enable’ building configurations which are achieved by minimizing the number of columns and internal load-bearing walls.

ERO Architects designed the new Brownsville Public Utility Board’s modernized Service Yard project. The new campus is situated on an 18-acre site located on FM511, near the Port of Brownsville. It features approximately 77,196 square feet of new office, warehouse and ancillary facilities to support the PUB’s field operations. The new campus features a fleet vehicle maintenance building and fleet vehicle fueling and washing centers. The site will be improved with concrete drives and paving for the Utility’s 250 vehicles and more than 100 parking spaces for employees.

ERO Architects is also nearing completion of design for the new Brownsville Public Utility Board’s Administrative Annex Building. The new building will be located adjacent to the existing Brownsville PUB Administration Building, located on Robinhood Drive. The three-story, 78,000 square foot annex office building will house various administrative office functions. Construction Begins On Two New El Paso ISD K–12 Projects

ERO Architects’ New El Paso ISD Dr. Joseph Torres Elementary School Begins Construction

ERO designed the new El Paso ISD Dr. Joseph Torres Elementary School unification of the Bradley and Fannin elementary schools. This new 21st learning environment creates one modern educational facility for 1,000 students. The El Paso ISD 2016 Bond creates 21st Century learning environments throughout the District to help facilitate modern, future-ready teaching and learning techniques. The 20-member Citizens Bond Advisory Committee collaboration, led by ERO, agreed the future campus would consolidate at Bradley Elementary School and integrate about 54,075 square feet of renovated existing space with 49,950 square feet of new construction space. The District recently selected Aztec Constructors as the project construction general contractor. The project, on-budget and on-time, breaks ground on January 14 and has a completion date of February 2020.

The new construction portion of the campus houses a new Administration suite which provides a well-defined school entrance, compliant with City of El Paso design requirements. The suite contains a new library, multi-purpose, new mother suite, teacher workroom, ancillary administrative offices, and a new early childhood center for grades PK and 1st. The 21st century design encourages exploration, experimentation, and movement. The existing campus will be renovated to integrate new classrooms to augment existing classroom space required for grades 2nd through 5th. It hosts learning centers for art, science, computer, music, gifted & talented and a multi-purpose area with a new movable stage. New restrooms facilities are available to both students and staff along with a new teacher workroom and ancillary administrative offices.

ERO’s Newly Modernized El Paso ISD Andress High School Begins Construction

El Paso ISD tasked ERO with finding solutions to modernize the 1961-vintage, 1,800-student, Andress High School. The District selected Urban Associates to perform the construction which is slated to begin on January 10. The work should be completed by October 2020. A facilities study identified five of Andress' buildings, about 132,000 g.s.f. each, as requiring modernization and technology. This work includes increasing high-value natural lighting, creating flexible learning spaces, changing the ambiance to encourage experimentation and research and providing new laboratories, Career and Technology Education and an amphitheater. The heating and cooling systems will be replaced also. Additionally, the high school will have a new performing arts center and football fieldhouse.

ERO mitigated floodplain challenges and met FEMA requirements for the new construction by developing areas of the campus with qualifying finished floor elevations. ERO is using the allowable re-development rights under FEMA regulations to add a new 14,800 g.s.f. fieldhouse (capacity 1,700) and a 45,502 g.s.f., 500-seat performing arts center. Renovation addresses classrooms, technology, utilities, the courtyard and aesthetic appearance to provide a campus that inspires students to a higher level of scholastic achievement.

Austin ISD selected the design-build team of Rogers-O’Brien Construction and ERO to rebuild a modernized T.A. Brown elementary school that will accommodate 522 students for two communities in a 75,000 sq. ft. state-of-the-art learning facility on a 7.3-acre site. This momentous project is among the first of 17 campuses and is one of Austin ISD’s first design-build developments for the 2017 Bond Program.

Maria provides ERO with 15 years of project management and department administration management experience. While her focus will be the management of our architectural projects from start to finish, her engineering experience is vast and includes geotechnical engineering, structural engineering, construction materials testing and construction administration. Maria served as an executive managing the Rio Grande Valley office of a worldwide engineering firm and responsible for a large staff, servicing the public and private sector.

Gabriel H. Herrera, AA

Senior Production Manager/Architecture

Gabriel will serve as a senior production manager responsible for document production of ERO architectural projects. Herrera is a skilled modeler using Autodesk Revit 360 3D modeling, Sketch-up and Adobe Creative Suite. His career experience is wide-ranging while working for both RVK Architects and Fisher Heck Architects in San Antonio. He had the opportunity to work for more than 12 years on projects ranging from commercial development, corporate offices, aviation, education, and industrial buildings. He is renowned for the efficient flow of information, quality construction drawings, and on-time project delivery.

New School, New Superintendent has Seguin Upbeat

Here are some highlights from the article:

The students are still in awe, thinking ‘Wow! This is for us?’ Principal Hector Esquivel said Thursday of the spacious new building that includes updated technology in every classroom.

It’s changed the learning environment for them. I think they feel important, said Esquivel, who welcomed 2,000 students and 181 staffers back to the campus Aug. 29.

Reagan Rodgers, a high school junior who led orientation tours for fellow students, recalled their shock at seeing a new 880-seat performing arts center and cafeteria - called the Matador Commons - that evokes comparisons to a college student center.

We’re a tiny town, so getting this state-of-the-art high school is just absolutely amazing, said Rodgers, 16.

Employees like Tricia Mayo also are giddy over the new facilities, which were designed by ERO and built by a joint venture of Bartlett Cocke and The Koehler Co.

I absolutely love it. It’s beautiful, said Mayo, a secretary for school counselors who worked 14 years in the former sprawling campus, which opened in 1953 and was expanded incrementally over the decades.

In the end, it is what it is, and we got a very fabulous product, school board president Cinde Thomas-Jimenez said Friday of the cost. Without the $20 million, I don’t think we would have gotten some of the bells and whistles.

We can’t release a final cost yet because the project is not complete, said Trustee John Holt, who serves on a committee overseeing the work. It’s turned out beautiful. I’m very pleased with it.

Groundbreaking of New Performing Arts Center at Robert Vela High School

The newest project at Edinburg Consolidated Independent School District was marked official by the groundbreaking of Robert Vela High School’s performing arts center. On May 22, ECISD, ERO of McAllen and SpawGlass representatives took part in the ceremony, as well as local officials.

Located at 801 E. Canton Rd., the 19,709-square-foot facility will boast a 361-seat theatre, classroom space, dressing rooms, and design shop. According to ERO Project Manager Ismael Adame, the project is estimated to cost $7 million and is expected to be complete by January 2015.

“We are pleased to continue serving the Edinburg school district by bringing our fourth performing arts center here to the community. This new facility is state-of-the-art and will enhance student achievement and give them a learning environment comparable to what you would see at universities,” said Adame.

The theatre features modern technology including theatrical lighting, an intuitive intercommunication system, powerful rigging and effects speakers located around the theatre to provide ambient noise for dramatic performances. Combined, the innovative systems are similar to those used in a professional theatre, and will transform the students’ performances into a fully-immersive 21st-century learning experience.

The Robert Vela High School Performing Arts Center is preceded by the Ciro L. Trevino Performing Arts Center at Edinburg High School, the Pat McNallen Performing Arts Center at Edinburg North High School and the Alberto Garza, Jr. Performing Arts Center at Johnny Economedes High School. The previous centers were simultaneously designed by ERO and constructed between October 2009–November 2010 through Infrastructure Facility Allotment funding from the State of Texas. The district was eligible for funding because each performing arts center was also multiple learning environments for students and teachers.
